Funding and Financial Analysis: New Zealand Disability Support Providers – Deloitte Report 23 November 2018

Earlier this year, we commissioned Deloittes to assist us in our ongoing work with government to improve funding levels and the approaches used for pricing and contracting.

We briefed relevant Ministers and officials just prior to the report’s release. We have since met with DSS officials to look at where to from here and have a follow up meeting in late January. We are also seeking a joint meeting with Ministers Genter and Sepuloni in the new year to continue the dialogue that has already been happening.

It is clear to us that the cost of the pay equity legislation is creating some additional challenges in the context of addressing underlying funding shortfalls and cost pressures. However, the Deloittes report has highlighted the need for urgent attention and there is a good level of engagement from officials and Ministers around the issues.

We have made it very clear that our concerns around funding are not just about providers, but the very real risk that the increasing numbers of people with personal budgets will not have the purchasing power to secure the supports they need. This poses a risk to the aspirations and expectations of system transformation and its longer-term sustainability.
